Comparing Numbers

Mrs. Hunter's class played Spin, Place, and Read. The object of the game was to make the largest number. Mrs. Dewey spun the following digits in this order: 6, 2, 9, 1. Roberto and Sam placed the digits in boxes as she spun each one. Roberto and Sam's numbers are below.

Roberto said, “My number is bigger. I know because I thought of base-ten pieces. I know that my number starts with 9 packs and Sam's number starts with only 6 packs. The 9 in the hundreds place in Sam's number does not even make one more pack. So, my number is the largest.”

Roberto said, “Nine thousand, six hundred twelve is greater than six thousand, nine hundred twenty-one.” He wrote:
