Ask students to discuss the following problem with a partner:

After students have had a chance to discuss their strategies, ask a few students to share their strategies.

Ask:

Do you think some of the people are moving?
How are you going to account for this?
How might you measure a sample of people? (Possible response: Choose a smaller area like the number of people in a block or in a row.)
